Objective Review of NEPA and Other Environmental Documents

Judith Lee, Environmental Planning Strategies, Inc, conducts an objective review of NEPA and other environmental documents, which are often complex and controversial, for the quality of the analysis and acceptability of impacts. Your own documents or documents prepared by other agencies or contractors for your review can be reviewed at any time during your process:
  • Phased review, during development of the document to ensure quality analysis and preparation
  • When the document is in draft form, prior to public release
  • After public release, for preparing effective comments.
Environmental Planning Strategies, Inc. is a requested consultant by the U.S. Environmental Protection Agency for teaching their NEPA reviewers under Section 309 of the Clean Air Act how to efficiently and effectively review NEPA and NEPA-related documents. The U.S. Navy submarine major weapon acquisition program has depended on Ms. Lee since 1997 for technical review and comment of all NEPA and Executive Order 12114 documents prior to submission to Chief of Naval Operations (CNO). These documents frequently involve impacts of U.S. Navy operations on marine mammals, sea turtles, and fisheries protected under the Endangered Species Act, Marine Mammal Protection Act, and the Magnusen-Stevens Act. She also is experienced in reviewing documents for transportation projects, grazing and silvicultural projects, water-related and other projects and programmatic documents, as well as the analyses required under various laws and Executive Orders.

Judith Lee has developed a copyrighted efficient and effective process for identifying and compiling the key analytic information in NEPA and NEPA-related documents, evaluating the quality of the analysis, and making effective, focused, and objective comments. This copyrighted process, the "10-Step Process Worksheet for Review of EISs/EAs" is used extensively in workshops presented by Environmental Planning Strategies, Inc. for training U.S. EPA and other agency professionals how to make effective and efficient technical reviews of documents prepared by other agencies, their own agency, and contractors, and focus comments on revisions that will substantially improve the quality of their technical analyses and presentation as the basis of informed decisionmaking.

She uses the same effective approach to review and comment on the quality and presentation of your analysis. She provides tables of the key information contained in the document, compiled and formatted in a way that you can use it to reorganize your analyses and your document for higher quality and focused analysis and clearer and more concise documentation. She applies her extensive knowledge of natural resource management and various sector projects and programs to conduct objective and clearly articulated reviews with practical and specific comments and recommendations.
