About Judith LeeMs. Judith Lee, President of Environmental Planning Strategies, Inc., partners with you and your staff to provide quality and high value service in the many facets of the National Environmental Policy Act (NEPA) and environmental planning and documentation. She shares her experience in:
  • Managing and facilitating the NEPA analysis process, by leveraging the extensive expertise and experience of agency staff in an effective and repeatable interdisciplinary process called the Facilitated Planning Approach

Descriptions of Services

Planning and Analysis Strategies
I help develop planning and analysis strategies for managing complex and politically-charged EISs and EAs using yours and contractors' highly-skilled technical staff. I specialize in cross-functional and inter-organizational coordination, resulting in well-supported decisions and long-term positive interagency and intra-agency relationships. Using a simple yet detailed and effective systematic interdisciplinary process tailored to your specific needs, I coach teams through development of clear statements of need, quantified objectives, scope of decisions to be made, issue statements in cause-and-effect relationships, reasonable alternative and effective mitigation measures, and focused analyses of environmental impacts. Concurrent with the progress of the analysis, I assist in drafting the documents for efficient team review, editing, correcting, and supplementation.

NEPA Integrated Planning
I facilitate cross-functional NEPA integrated planning incorporating environmental issues, technical design, economic analyses, and other pertinent factors.
